OPEN LETTER TO MARK CARNEY 

Dear Prime Minister Carney,

On behalf of Decentralised Energy Canada (DEC), congratulations on your appointment as Canada’s 24th Prime Minister!

You bring hope at a tumultuous time worldwide. Your single, unified mandate letter demonstrates a deep awareness of the urgent intersections between economic resilience, technological innovation, and climate leadership. We are here to help.

Decentralised Energy (DE) is one of the fastest growing industries in the world. DE refers to the generation of energy closer to consumers. Systems are designed to meet unique regional demands using locally available resources. DE leverages Canada’s abundant natural resources to enhance energy security, diversify the economy and create jobs for Canada’s skilled workforce. Canada’s DE businesses also serve international markets and are important players in boosting Canada’s export productivity.

The global decentralised energy market is forecasted to expand at 11.3% CAGR, reaching USD$241.6 billion by 2028 (Source: BCC Research). This accounts for DE generation only and does not include the digital energy market (e.g., advanced metering, AI-enabled energy management, and microgrid controllers). The global digital energy market is forecasted to expand at 8.8% CAGR, reaching USD$1,101.44 billion by 2032 (Source: Coherent Market Insights). 

Although DE’s first wave of adoption was driven by a desire to defer capital expenditures on electricity transmission infrastructure, today, DE adoption is on the rise due to electrification of society, increasing regularity of extreme weather and natural disasters, and global commitments to emissions reductions. Decentralised Energy Canada (DEC) is a respected and credible national industry association that has served Canadian energy businesses since 2003. We are an important source of meaningful support for the Government of Canada’s mandate and the measures announced at the G7 to promote economic growth and security, protect our communities, and forging new partnerships. 

We support these goals in three important ways:

  1. DEC is a bridge maker between industries and communities across Canada enabling DE adoption through technology demonstration and deployment, providing valuable scale up support to SMEs (Refer to our Energy Innovation Challenge with the City of Medicine Hat).

  2. DEC is boldly exploring advancements in data science for optimised decentralised energy performance. For nearly a decade, DEC has showcased DE optimisation through artificial intelligence and machine learning and now we are actively investigating the emerging role of quantum technologies in managing the increasingly complex data that our industry is generating. The theme of our 2025 Decentralised Energy Forum in November is ‘Energy and the Quantum Advantage’. Official speaker invitations have been sent to your office and Minister Solomon.

  3. DEC helps Canadian businesses access international markets including the UK, Germany, Australia, India, Sri Lanka, Nigeria and the Caribbean. Canada’s competitive advantage in global energy security can be much more than it is today.
